Greater Tion
The Greater Tion was the region a of the Outer Rim Territories that surrounded and included the Tion Cluster. Home to hundreds of different native species, this sector of the galaxy was one of the first to be heavily colonized by the Rakata and formed and essential part of their mythical Infinite Empire dating back to before the foundation of the Old Republic.
In many ways the history of the cluster was shaped by its galactic geography. Created from the stellar nursery of the vast nebula called the Indrexu Spiral, the cluster is bounded on three sides by immense expanses of thinly populated space, leading to its unique and isolated culture. To the galactic west, the cluster borders the Stygian Caldera, a vast region of space defined by radically shifting gravity currents and repeatedly scoured by the terror of the Sith. To the galactic south,towards the Core, the cluster is bordered by the region known as the Infinite Ash, a space of imploded suns and rogue planets and fragments thought to be the remnants of a war between the Infinite Empire and another, unknown ancient species. And to the galactic east, the Pakuuni Expanse forms a natural barrier between the cluster and the ancient region claimed by the dangerous Hutt kajidics known as Hutt Space.

Historically, the Tion Cluster has been politically unified, divided, split and reorganized in hundreds if not thousands of ways. Currently, the Galactic Empire has divided the Tion Cluster into six sectors of space based on historical precedent and political necessity.

Government
Like everything in the Tion Cluster, the governance of the Cluster is a mixture between the new and the old. In the wake fo the Clone Wars and the ascension of the Galactic Empire, the traditionally unified Cluster was subdivided into 6 separate sectors, each controlled by an Imperially appointed Moff, all subservient to the Grand Moff of Oversector Outer Wilhuff Tarkin and, ultimately, to Emperor Palpatine.
These six moffs uniquely form the the Greater Tion Governing Directorate, a council with supreme authority over Imperial jurisdiction within the cluster and accountable to the Grand Moff's office for any violations of Imperial law or acts of sedition.
Locally, however, the day-to-day governance of the various sectors of the Cluster is carried out by more local, traditional power in the form of the Kingdom of Cron and the Twelve Houses of Tion.

The Twelve Houses of Tion
Formed from the Twelve Tribes of Tion, the first human inhabitants of the Cluster have since organized themselves into a complex, intermarried hierarchy of noble houses each of which traces its legacy and blood backwards to a semi-mythical founder. These Twelve Houses of Tion are the true foundation of power within the cluster, even if their fortunes find themselves at their lowest ebb since the New Sith Wars with the ascension of the puppet king Arcturion and his Imperial backing.
